to having a successful reach in the streaming platforms is about knowing its audience and guaranteeing them access to content that is entertaining, age-appropriate, and unique.

Digital Media Content Regulatory Council (DMCRC) was established on 31 May 2021 as a Self-Regulatory Body of non-news Online Curated Content Publishers (OCCPs) in line with the Information Technology (Intermediary Guidelines and Digital Media Ethics Code) Rules, 2021 notified by the Ministry of Electronics and Information Technology.

The Rules outline a three-level structure for the redressal of consumer grievances.

  • Level I – Self-regulation by the publishers (OCCP)
  • Level II – Self-regulation by the self-regulating bodies (SRB) of the publishers (OCCP)
  • Level III – Oversight mechanism by the Central Government


DMCRC’s mandate is to ensure freedom of expression of the Indian creative industry as well as help the discerning audience of the OCCPs to have unhindered access to world-class and differentiated content.

The IDMIF Board has also adopted guidelines which set-out the framework of DMCRC and its grievance redressal mechanism

The guidelines aim to

Provide guidance

to IDMIF Member OCCPs and align them with the Code of Ethics as provided under the Rules.

Address consumer grievances

that are not resolved by the IDMIF Member OCCP within 15 days.

Resolve appeals filed

by consumers against the grievances disposed by IDMIF Member OCCPs.

Issue advisories and guidelines

to IDMIF Member OCCPs to ensure compliance with the Rules.
